Description

A major challenge in Spanish water has been, and still is, the management of scarce resources. In this , agriculture is a strategically important sector, accounting for 88 % of water consumption in the Guadalquivir.  The two main sectors are therefore the water and the agricultural sector, including a variety of policies, such as the Water Framework Directive (WFD), the Rural Development Program under the framework of the Common Agricultural Policy (CAP), as well as Drought Risk Management. Actors are from the national level (River Basin Authority), the regional level (Regional Ministry of Agriculture of Andalusia, regional associations of irrigation communities and civil society organizations), and the basin and sub-basin level (irrigators organized in irrigation communities). The success of coordination efforts has been limited, with agricultural water consumption still increasing.
